remain in the vantage point and prepare the binoculars. Start observing the enemies that stop to the South-East of you and start talking (point 15 on the map). According to the piece of information that you have received, you need to identify the appropriate officer and it is the first one on the right, marked in the above screenshot. Mark that enemy (press the appropriate key/button), thanks to which you will be able to track him.
Note - do not wait until the meeting ends, because the mission will be a failure, if you do not identify, and mark, the appropriate officer in time!
Keep within safe distance and avoid making noise
Quickly, descend from the vantage point and follow the officer. Again, you will gain a lot if you have earlier eliminated all of the soldiers in the Northern part of the city. This will allow you to follow the officer, without the necessity to walk around, or eliminate silently, the other enemies. While following the officer, keep within a safe distance. Also, do not attempt standing up, and also avoid jumping down to lower ledges, because this would alarm him unnecessarily.
Note - The officer's route has been marked on the map attached to this mission's walkthrough, with a red line!
Do not kill the officer and keep following him instead
The officer that you are following, after several moments, will reach the building that he gathers intelligence data from. Although you could kill him now, and obtain the documents, I recommend against it. What speaks for keeping to follow the officer is the fact that the secondary objective of this mission can be complete only if you stage an accident happening to him.
Blow up the truck, which kills the officer
Continue following the officer, until he reaches the truck parked in the North-Western part of the city (point 16 on the map). Select a suppressed weapon and target one of the crates here. The explosion should kill the officer. Take cover and eliminate the rest of the enemies that may arrive and, finally, examine the officer's corpse, in order to obtain the document War Diary - Vahlen's Journal: Smooth Progress.
